For a retiree leaving Florida for cooler air, the shortlist usually narrows to four mountain regions: North Georgia, western North Carolina, Upstate South Carolina and northeast Alabama. They differ more than a map suggests. Blairsville, Georgia averages 104.1 freezing nights a year but only 3.1 inches of snow, while Boone, North Carolina gets 25.6 inches.

Where do Florida retirees go when they head for the mountains?
Mostly to Georgia and North Carolina. IRS migration data for the 2022 to 2023 filing years shows Florida was the largest origin state for both: 28,263 returns moved from Florida to Georgia and 20,553 to North Carolina. Florida alone supplied 19.1% of the returns moving into Georgia from another state.
South Carolina and Alabama each ranked Florida second, at 9,651 and 8,410 returns. The IRS Statistics of Income migration files count movers of every age, so read them as households rather than retirees alone.
County detail sharpens the picture. At least 1,029 returns came from Florida counties into Buncombe County, home to Asheville, and at least 1,372 into Greenville County, South Carolina. The mountains also trade households with each other. Greenville County’s largest out-of-state sources were Mecklenburg, Buncombe and Henderson counties in North Carolina.
Fannin County is harder to read. The IRS withholds any county flow under 20 returns, and no single Florida county cleared that bar, so the Florida share of Blue Ridge arrivals cannot be sized from this data.
Georgia vs North Carolina, SC and Alabama: which mountains are colder?
North Carolina’s high towns are the snowy ones, while Georgia’s mountains trade snow for cold, clear nights. The NOAA 1991 to 2020 climate normals give Blairsville more freezing nights than Asheville, 104.1 against 87.5, yet under a third of its snow.

Franklin, in Macon County, is the closest match to Blue Ridge weather, down to a July high of 84.3°F against Blairsville’s 84.8°F. The foothill choices buy milder winters with summer heat. Huntsville logs 61.6 days a year at 90°F or hotter, about eight times Blairsville. Valley Head sits on the valley floor below Mentone, so read it as a lower neighbor’s numbers.

In Fannin County, mostly people at your stage of life. The Census Bureau’s 2020 to 2024 American Community Survey puts Fannin’s median age at 54.0, the oldest of the eight mountain counties compared here, with 30.9% of residents 65 or older. Florida as a whole sits at 21.3%.

Watauga’s young median reflects a college town, not a young retiree market. Home values are what owners report, averaged over five years, and Fannin’s margin of error is wide at plus or minus $30,987. Blue Ridge, Huntsville and Greenville are effectively tied.
What does everything else cost, state by state?
Florida is the expensive origin, and Alabama is the bargain. The Bureau of Economic Analysis 2024 regional price parities put Florida at 103.4 against a national 100, and Alabama at 88.8.

The plain Georgia line is that it is the priciest of the four destination states, about 2% above North Carolina. That gap is small next to Florida’s, where housing runs about 38% above Georgia on this measure. What did Hurricane Helene change for western North Carolina?
It turned a flood risk into a lived memory. North Carolina’s budget office put Helene’s damage and needs at more than $59.6 billion in its December 2024 damage and needs assessment, and called the damage “roughly three and a half times the $16.7 billion impact of Hurricane Florence in 2018.” The same report projected that more than 73,000 homes were damaged.
The National Hurricane Center’s Helene report counts 107 deaths in North Carolina. The French Broad River at Asheville crested at 24.8 feet, above its 1916 record of 23.1 feet, and a gauge at Busick, North Carolina recorded 30.78 inches of rain.
North Georgia’s mountains sat on the drier edge. The report’s highest Georgia rainfall total was 14.64 inches, near Dillard in Rabun County, and the Weather Service’s storm database holds no Helene damage entry for Fannin County. That was track luck, not immunity, and the same report lists 37 deaths in Georgia. On any creekside property, in either state, I ask where the water went in September 2024.
How far is a trauma center or a major airport from each town?
From Blue Ridge, about an hour and a half to Level I trauma care. Georgia’s 2026 trauma center list names Northeast Georgia Medical Center in Gainesville as Level I and lists no Fannin County hospital. Locally, Blue Ridge Medical Center is a critical access hospital, a federal designation that limits it to 25 inpatient beds.

Drive times are routing estimates without traffic, so treat them as rough. The pattern holds anyway. Blue Ridge is the only mountain town here within about two hours of Atlanta’s airport, while Highlands sits about 83 minutes from Asheville’s airport and Boone about 137 minutes from Charlotte’s.

None of the five taxes Social Security, and Florida has no personal income tax at all. The differences show up in pensions and IRA withdrawals.

South Carolina is the moving target. A law signed March 30, 2026 sets its 2026 rates at 1.99% on income under $30,000 and 5.21% minus $966 above that, per the South Carolina Department of Revenue. The deduction amounts above come from 2025 returns, so confirm the 2026 versions with a preparer.
Why do retirees pick Blue Ridge over the Carolinas and Alabama?
Access, light snow and like-minded neighbors. Blue Ridge is the mountain town in this group closest to Atlanta’s airport, it sees a fraction of the snow that Asheville and Boone get, and its county skews older than anywhere else here. The trade is real: colder nights than Asheville, a longer drive to trauma care than Upstate South Carolina, and a slightly higher statewide cost level than North Carolina.
